Mr. Wells "The Enigma" Mta_wells

Not much is known about Mr. Wells, other than that the Consillium as a whole fears his presence. He is brash, often seen as crazy, and his lazy eye is more disquieting in person than most people would care to admit. The Consillium as a whole rarely mentions him, other than to say "stay away".
