Yes you can. The Character Submission sheets are on the website itself, not the forums. However, that will be changing here soon as I did not realize someone would submit a character who is not registered.

Just got registered. I was trying to register the same time I submitted the character so that is why the character was submitted by my account wasn't created. Thanks for working so hard to resolve the issue.
