Anachronisms never give up! NEVER! YOU HEAR!? (attn Zilker)

It seems anachronistic messages cyphered to hell and back aren't deterred by simply ignoring them. Like cockroaches, they just keep coming back. Some worse, some better. This particular message is shorter than the previous one, but not any easier to decode.



Post-translation, it turns into :

the sentencing of niles plotsky who what when and where

It's a wonder Henry finds time to eat, translating all that stuff.

Zilker's answer having been received quickly, Henry scribbles his own answer on paper, and photographs the cyphered result :
